The daughter of Joseph S. Pate and Mary Amelia Murrow Pate Downs, Edna Josephine Pate Downs was born December 7, 1840 in Bryan County, Georgia. She had one full sibling, a younger brother, and seven half-siblings. Her father and his second wife left Georgia for Texas.

On June 20, 1857 in Bryan County, Josephine married Confederate veteran Emmitt Thomas Downs, her stepfather's brother, and they had twelve children, among whom were: Edna Josephine Downs Bell, Margaret Tullulah Downs Slater, James Ainsworth Downs, Ann Terrisa Downs Clanton, Sarah Elizabeth Downs, Carlich (Collock) Hammond Downs, William Carlton Downs, Mary Caroline Downs Shuman, Jesse Melville Downs, Emma Frances Downs, and two infants. She and her brother, William James Pate, were largely raised by her maternal grandparents, Rev. John Murrow and Mary Amelia Louisa Badger Murrow. Edna died May 27, 1913 in Bryan County at age 72 and is buried in Little Creek Cemetery in Bryan County. Her ancestry was Irish and English. She is a direct descendant of 18th century artist Joseph Badger.
