She spent the first 6 years of her life near Logansport in Cass Co., Indiana, before her mother moved them to join her family in Coffey Co., Kansas. Her mother married James Davis and the family remained in Kansas (where two half-siblings were born)until 1899 when they relocated to Durango, La Plata, Colorado. Her mother divorced James Davis in 1903 and married Hubert Benson in 1905.

Flora and her four siblings relocated with Minnie and Hubert to Graham County, Arizona, in 1907. In 1908, she married Marshall Moore (Mack) Hubbard in Graham County. They relocated to Cochise, then to Maricopa, and eventually to Yavapai. She and Mack had four children together:

Flora and Moore divorced in the late 20s and she remained single until the early 1940s when she married Roy Stewart Carney. Flora remained in Prescott until her death on 2 Sept 1965.

"FLORENCE E. CARNEY, Prescott - Services for Mrs. Florence Ellen Carney, 75, will be held at noon today at Ruffner Funeral Home. Mrs. Carney, before her retirement a cook and dietician for Prescott public schools, died Thursday in Yavapai Community Hospital. The Rev. Paulding Forry, chaplain at Ft. Whipple Veterans Administration Hospital, will officiate. Burial will be in the Mountain View Cemetery. A native of Logansport, Ind., Mrs. Carney lived in Prescott 45 years. Surviving are her husband, Roy S. Carney; three daughters, Mrs. Alice May Sullivan of State Line, Nev., and Mrs. Dorothy Mary Rose, and Mrs. Lucille Baldridge, both of Tucson; a sister Mrs. Minnie Allen of Prescott; a brother, Walter Starks of Scottsdale; seven grandchildren, and seven great-grandchildren."
