Levi was the son of Samuel Duff and Catherine Eckeberger. He worked as a lawyer before the Civil War, and married Harriet Howard Nixon on 21 July 1862. They had at least three children: Samuel Eckeberger, Helen G. and Hezekiah Nixon.

Levi enlisted in Allegheny County as a Private in Company "A", 38th Pennsylvania Reserves on 1 May 1861, and was promoted Corporal shortly thereafter. He was discharged for promotion as Captain, Company "D", 105th Pennsylvania Infantry on 8 February 1862, and promoted Major on 4 May 1863. He was wounded in action at the Battle of Fair Oaks (Seven Pines), Virginia on 31 May 1862; and again at Petersburg, Virginia on 18 June 1864, leading to the amputation of a leg. (He had been promoted Lieutenant Colonel on 18 May 1864, but was never mustered at that rank.) He was discharged for wounds on 25 October 1864.

After the War, he resumed his law practice. After Harriet's death in 1877, he married Agnes Ferree Kaufman about 1882.

He was elected a Companion (#04407) of the Military Order of the Loyal Legion of the United States (MOLLUS), through the Commandery of Pennsylvania, on 3 February 1886. The Loyal Legion was founded by and for commissioned officers of the Union Army and Navy, and was the first post-Civil War veterans' organization. His Loyal Legion membership medal appears here.
