Garland was the son of Leonard Earl and Edna Viola (nee Albin) Whitworth.

He graduated from Assumption Catholic High School and Belleville Area College, Belleville, Illinois. He obtained his Master's and Doctorate of Philosophy in safety engineering from Kennedy-Western University in 2000. He was also a U.S. Army veteran.

Mr. Whitworth had worked for Reeves Concrete in Granite City, Ill., and Bauer Brothers Construction in Belleville, Ill. He was the former owner of Chester Concrete Company in Chester, Sparta, and Millstadt, Ill., and had been safety director for the Rust Company in Belleville, Ill. He also served as the director of safety and education for the Southern Illinois Builders Association for more than 16 years before retiring in 2008. A member of the American Society of Safety Engineers and of the National Safety Council since 1972, he received the Distinguished Service of Safety Award in 2009.

Mr. Whitworth was a member of St. Joseph Catholic Church, Freeburg, Ill. He was active in community organizations, serving as a volunteer for the American Red Cross, a member of the Freeburg Rotary, and a past president of the Freeburg Chamber of Commerce. He was also a past exalted ruler of Belleville Elks Lodge BPOE 481 and a member of Belleville-Swansea Moose Lodge 1221.

Garland was preceded in death by his parents, Leonard Earl and Edna Viola, nee Albin, Whitworth; his father-in-law, Ignatius Klein; and a granddaughter, Clara Marie Whitworth.

Garland was survived by his wife of 46 years; a daughter; a son; and six grandchildren.
