Bertrand was born Oct 4, 1891 in Haverhill, MA, youngest child of seven of Wallace and Laura Ann (Tabor) Bailey. He grew up in the Haverhill/Merrimac area of northeastern Massachusetts. He married Hilda Louise Poore in nearby Bradford on Sept 7, 1916. When he registered for the draft for World War I in June 1918, he was a stenographer with the US Department of Agriculture. By 1920, he was an automobile salesman in Reading, MA, and by 1930 was considered an "auto dealer." During this time he and Hilda had their three children: Bruce (1917), Alice (1920), and Wallace (1924). In the 1940's he worked at the Charlestown Navy Yard in Boston, while living in Reading with his wife.

Bertrand had collected a great deal of information about the Bailey and Poore family lines, and was a source of interesting stories. He noted: "When 1900 census was taken, sis Ada was alone; got confused; put me down as Herbert...but my mother wanted Bertrand -- something hidden in her nature, of romantics, after five girls???"

Hilda died June 15, 1960, after 44 years of marriage, and within six months, Bertrand remarried to Adriana DeLong Kelly, who was born in Merrimac, MA on Sep 28, 1889. (The rapid remarriage was a source of consternation to his children). Adriana passed away on Jan 29, 1977, and Bertrand died Dec. 30, 1985, in Haverhill. Bertrand, Hilda, and Adriana are all buried in Hillside Cemetery in Haverhill.
