Charles Webb Fisher was the 2nd of 13 children born to John B Fisher (1808 Bourbon County, KY - 1861 Sangamon County, IL) and Nancy D Webb (1809 Nicholas County, KY - 1899 Sangamon County, IL). Charles Webb Fisher was named in honor of his mother's father, Rev. Charles Webb (1770 - 1853). The 1st born child of John and Nancy was son Nathaniel Fisher, named in honor of John's father, Nathaniel Fisher (1785 - 1833). Nathaniel died in 1847 at the age of 17.

According to page 297 of the "History of Early Settlers of Sangamon County, Illinois", John B Fisher and Nancy D Webb and their first five children moved from Kentucky to Illinois in the spring of 1839. The Fisher family began farming on land in Loami Township and expanded the family by 8 more children.

Charles was 30 and Harrison was 21. Both were "Farmers" but both were listed as "Single", despite the fact that Charles was actually married with a family of 5 children. Further, according to "Early Settlers of Sangamon County" page on John B Fisher and Family, Charles is noted as going to the state of Indiana and enlisting in the military in that state. This allegedly occurred after his marriage and birth of five children. Charles death and burial is unknown at this time.
