Chester Graham Mangrum was born in St. Louis, Missouri. He was the son of Chester C and Susie (Ochs) Mangrum.

Graham enlisted in the Army in World War II and was commissioned a 2LT in the Army Air Corps.

Lt. Mangrum was stationed at the Laguna Madre Sub-Base for training. On Friday, October 20, 1944, while returning from a compat gunnery training mission near Harlingen, TX, the heavy bomber he was co-piloting crashed and exploded. Twelve members of the crew were able to jump from the plane before it crashed. Lt. Mangram and Pvt. Laverne B. Behrens, aerial engineer, were killed in the crash. Their bodies were recovered from the site the next day and were returned to their families that evening.
