Frank lost his right arm in an accident involving the Conestoga traction company. He was a cattle dealer and a "live stock commission merchant" at the famous Lancaster stockyards (the biggest stockyards East of Chicago). He operated the Green Tree Hotel in Bart Township, Lancaster County circa 1918. He was the Mayor of Lancaster Pennsylvania for the Coalition party (consisting of Democrats, Independents, and disgruntled Republicans) from 1922 to 1930. William Shultz Raub (Find a Grave #71667808) was unsuccessful in trying to succeed Frank Musser as Mayor in 1929. That defeat marked the end of the Coalition Party in Lancaster.
