Native of Fairfield County; son of the late James Hayward and Elizabeth Ligon Ligon; husband of Nettie Lee York Ligon (married 14 Sept 1946).
Graduated from the S.C. School for Deaf in 1942 and attended Gallaudet College.
Retired from Jackson Mills in 1980, he was a member of First Baptist Church of Spartanburg, the Deaf Ministry, the S.C. School of Deaf Alumni Association, the S.C. Association of the Deaf, was past vice-president of Palmetto Club for Deaf and organized the S.C. Golfers Association for Deaf.
