Mrs. Harper was born Aug. 31, 1917, in Shelton, Wash., to Wilbur and Aileen Shoaf. She married Lee Forrest Harper on Sept. 25, 1943, in Shelton, Wash. He died in 1959.
She graduated from Rochester High School in Rochester, Wash. She had worked for the Postal Service and was postmaster of Grayland, Wash., from 1971 to 1985.
Mrs. Harper had lived in Eugene for nine years. She enjoyed trips to Reno, Nevada.
She is survived by a son, Bill, of Eugene.
