US Congressman. He was educated in Lebanon and enlisted for the Civil War as a member of Company A, 93rd Pennsylvania Infantry Regiment. Woomer attained the rank of Sergeant and lost a leg after he was wounded at the Battle of the Wilderness. After mustering out he taught school for several years. In 1869 he began a career in business and banking, including employment as Cashier of the People's Bank of Lebanon. Woomer was Clerk of the Lebanon County Orphans' Court from 1869 to1872, and a member of Lebanon's Borough Council from 1884 to 1886. In 1886 he became President of the Lebanon Select Council, serving until 1890, and he was a Delegate to the 1888 Republican national convention. In 1892 Woomer was elected to the US House of Representatives and served two terms, 1893 to 1897. He ran unsuccessfully for reelection in 1896, and then resumed work as Cashier of People's Bank. Woomer died of Bright's Disease just eight months after the expiration of his final term in Congress.
