In 1955, Wayne married Maurine Zachman of Topeka. They have three sons.
Wayne graduated from Washburn University in Topeka with degrees in math and physics and served in the United States Air Force, stationed in Clovis, New Mexico. Upon returning to Topeka, he owned an insurance agency and later worked for Armco Steel and Contech.
Wayne was currently employed by the Kansas House of Representatives, where he was serving as Sergeant-at-Arms.
He was an active member of Faith Lutheran Church and enjoyed volunteering for Meals on Wheels.
Wayne is survived by his loving wife Maurine, their three sons Dave (Karen) in St Louis, Brad (Cindy) in Topeka, and Tim (Irene) in Topeka; grandchildren Matt (Emily), Sarah, Kimberly, Meredith, Michael, and step-grandson Rhett Neuer.
Other survivors include his sister Jeanette (Stan) Ecklund, and sister-in-law Maxine Dever.
He was preceded in death by his parents; sister, Bernita Hilbert, and brothers and sister-in-law Bart Dever and Richard and Mary Lou Zachman.
Mr. Owen will lie in state after 3:00 p.m. Monday and visitation will be from 6 to 8 pm on Monday at Penwell-Gabel Mid Town Chapel. Services will be conducted at Faith Lutheran Church, SW 17th and Gage Blvd. , at 11 am Tuesday. Interment will follow at Mount Hope Cemetery.
