Prison Administrator. Formerly a member of the San Francisco Board of Supervisors, Johnston was appointed to the California State Board of Control in 1911. In 1912 he was appointed Warden of Folsom State Prison, serving in that position only until 1913 when he was appointed Warden of San Quentin State Prison, a post he held until 1924.

In 1925 he entered the banking industry and served as Vice President of the American Trust Company until 1932. In 1934 he was appointed the first Warden of the newly opened Alcatraz Federal Penitentiary, where he served until his retirement in 1948. In 1949 he published a book about the prison entitled “Alcatraz Island Prison and the Men Who Live There.”

At the time of his death he was serving as a member of the Federal Pardon and Parole Board.
