Charles Baker was born In Perrysville, a son of Rufus P. & Nora Mae Wagner Baker. He retired in 1963 as an engine house foreman for the Pennsylvaina Railroad after 43 years of service. He then worked as a security guard at Shenango Pen Mold until he was 70. He was a member of Full Gospel Pentecostal Church at Gnadenhutten, the Goodwill Retired Railroaders Club and AARP. His wife Dorothy E. Starr survives. He was first married to Helen Luella Farner who died in 1965. They had 2 daughters.
