He was born on July 24, 1953 in Macomb IL to Jack D. and Philena (Morgan) Harlan. He married his High School sweet heart Patricia A. Johnson on March 13, 1976 at the Avon Gospel Chapel. He went to be with her on what would have been their 37 year anniversary.

Surviving are his loving children, Jack C. (and Frances) Harlan, Jr. of Knoxville, Patrick (and Jennifer) Harlan, Justin (and Karina) Harlan, Brett Harlan and Brittney Harlan all of Galesburg; his brother, William (and Carla) Harlan of Moline.
He is also survived by ten grandchildren, several nieces, nephews, aunts, uncles and cousins.
