Son of Sir Oliver Mowat and Emma Mowat; older brother of Major John MacDonald Mowat (KIA October 8, 1916) Herbert Macdonald Mowat married Mary A Skeaff ( 1856-1939). In early 1916, Major General R.E.W. Turner, General Officer Commanding the 2nd Canadian Division, recommended the Militia Counsel to authorize Mowat to raise a Battalion. However, due to the depletion of available recruits, this was not authorized. Instead, he was appointed as Brigade Major and Recruiter for the 3rd and 8th Canadian Infantry Brigades at Camp Borden.Major Mowat did not serve overseas as he became the Unionist Member of the Federal Parliament for the Toronto Parkdale riding in 1917 and served for 1450 days until leaving on 5 December 1921 to become an Ontario Supreme Court Judge where he served until his death in 1928.Herbert and Mary Mowart are buried together in the Mount Pleasant Cemetery in Toronto
