Frank was the son of James and Mahala Phillipi Spencer. He married Martha J Dodds. In the 1880 US Census he was living in Ward, Hocking Co, Ohio with his parents and siblings. In the 1940 Census he was in Glouster, Athens Co, Ohio with wife Martha and sons Oliver R & Ralph.
