Mr. Bland was born March 2, 1988, north of Caplinger Mills, in Cedar County, Missouri. He grew up on a farm near his birth place and attended rural schools in St. Clair County, completing the eighth grade. He also completed a course in mechanics at a trade school in Ft. Scott, Kansas.
He married Noval Dawes, the daughter of W. D. and Lucy (Pinkman) Dawes, in August 1921. Mr. and Mrs. Bland had two children: a son, William C. Bland, Jr. an attorney in Springfield; and a daughter, Joan Atwill of Boston, Massachusetts. They also had five grandchildren: Mark and Mary Bland, AND Janet, David, and Mary Rose Atwill.
Mr. Bland had always been quite active in community and civic affairs. He was a member of the Lions Club, a member of the Land of Lakes Association, and Board member of the Missouri-Arkansas Association. He did much toward the promotion of the Stockton Dam, including a number of trips to Washington, D.C.; once as the guest of Senator Symington. He was for a time the Chairman of the Cedar County Democratic committee.
Mr. Bland was a member of the Missionary Baptist Church in Stockton. His hobbies were fishing, hunting, and gardening.
