Scholar. Lexicographer. He was born in Llannarth, Cardiganshire. After working as teacher he was ordained a priest. He served in a number of parishes in north Wales before retiring at Llanwrin. He was also a lecturer in Welsh at University College Aberystwyth between 1875 and 1883. He is best known as a lexicographer. He collated information for a Welsh dictionary and started publishing the work in parts. However, the work was not completed before his death in 1903. A gravestone was laid on the grave in at Cemaes, Montgomeryshire, by the Bishop of Bangor. T. H. Parry-Williams, poet and writer, unveiled the gravestone at the service.
