Son of Clifford Barnett and Iva Bernice Bumpas.

Attended Evansville College (University of Evansville) and George Washington University. Was a starting guard at Evansville College on the first team coached by Naismith Memorial Basketball Hall of Fame coach Arad McCutchan.

Married Marilyn Louise Meyers.

Jim was a teacher and for 13 years the head basketball coach at Francis Joseph Reitz High School in Evansville. Lost a vocal cord to cancer in 1964 and continued to teach and coach. Received the Tom Carnegie Award from the Indiana High School Coaches Association.

Each year the Allan Horn-James Barnett Memorial Scholarship is given to Student-Athletes at Reitz by the R-Men's Varsity Club.
