Joe Brogan worked as a Postmaster during the depression and for the City of Wilmington as a sidewalk inspector with the Street and Sewer Department and as a watchman with the Wilmington Housing Authority. He was also a foreman for the Hilles & Jones Company. He was also a 2 term State Representative. He was instrumental in bringing Sunday baseball to Delaware, introducing the bill that passed in 1935. He also introduced the Parole bill. He was a member of the Knights of Columbus in Wilmington and the Wilmington Turners. He was a founder of St. Thomas Parish. He was an ardent sports fan and was interested in Wilmington's Atlantic and the Tri-State league clubs, all active at the turn of the century.
