Criminal Figure. José "Joe" Baxter was one of the pioneers of the urban guerrilla in Argentina. He was one of the founders of the neo-nazi group "Tacuara" that developed the first action of the urban guerrilla in the country (1963). Later, he became one of the founders of the infamous ERP (Ejército Revolucionario del pueblo.)
