World War I Victoria Cross Recipient. Born in Plymouth, England, he served as a Major in the 218th Field Company, Royal Corps of Engineers, British Army. On November 4, 1918, at Ors, France, Major Waters, with his company, was bridging the Oise Sambre Canal, when they came under enemy artillery and machine-gun fire. The bridge being damaged, with all Major Waters' officers had been killed or wounded, he at once went forward and personally supervised the completion of the bridge. Working with his men on cork floats while under intense fire, he completed the bridge, which was a success in the assault operation. For gallantry in the face of the enemy, he was awarded the Victoria Cross on February 13, 1919. Later in life he was knighted as Sir Arnold Waters and was the President of the Institution of Structural Engineers (1933-34, 1943-44). He died at the age of 94 in in Sutton Coldfield, England.
