Private, Company E, 18th Pennsylvania Cavalry. Also served in Company A, 43rd Pennsylvania Infantry (90-Day Militia Regiment) from July 6, 1863 to August 13, 1863. Enlisted in the 18th Pennsylvania Cavalry on February 25, 1864. Wounded at St. Mary's Church, Virginia, on June 15, 1864. At war's end, the 18th Pennsylvania Cavalry and the 22nd Pennsylvania Cavalry were consolidated to form the 3rd Pennsylvania Provisional Cavalry. Jesse was mustered out with Company E, 3rd PA Provisional Cavalry on October 31, 1865. First name also listed as Jacoe.

Born in January 1831 in East Goshen Township, Chester County, Pennsylvania. Filed for a pension on May 21, 1892, application number 1,112,479, certificate number 868,226. Admitted to the Home for Disabled Soldiers, Kearney, Hudson County, New Jersey on March 14, 1899 where he died of "Cerebral Congestion" in the home hosptial on February 14, 1904.
