Frank was born August 9, 1946, into a military family. His father was a career Navy officer. Consequently, Frank grew up all over the United States, settling at last in San Leandro, California.

After graduating from Pacifica High School, Frank enlisted in the army. He served two harrowing tours of duty in Vietnam at the height of that conflict and was awarded a Bronze Star for heroism in combat during the terrible Tet Offensive of 1968. After eleven years in the army, he joined the Martinez Police Department where his training as an artillery sergeant served him well, and he became a member of the "Special Weapons and Tactics" (SWAT) team. Later he served as the supervisor and director of security for a large medical facility. Along the way, he met a policewoman named Marie, and they were wed in 1974.

Frank found time to continue his education, and in 1992 he began teaching science in the elementary grades at The Meher Schools in Lafayette. Two years later, Marie joined him there. Eventually, they found themselves co-teaching a preschool classroom for eight years. The White Pony preschool children simply adored their "gentle giant". Frank's career as a teacher extended over a period of 16 years and ended with the diagnosis of his illness.

Frank met his long struggle with cancer with reservoirs of patience and good cheer. He completed his work in this life on June 10, 2013, having served an extended family of hundreds: children, friends, and companions on life's path who have been privileged to know him.

Frank was preceded in death by his parents, Frank Schoolmaster, Sr. and Virginia Goulart, and a granddaughter, Megan Bongiorno.

He is survived by his wife Marie Schoolmaster, his brother Anthony Goulart III and sister-in-law Ardis, a sister Alida Charney, son Benjamin Schwenk and daughter-in-law Michelle, two beloved stepdaughters, Errolyn Trapanese and Karin Bongiorno, son-in-law Mark Trapanese, grandchildren Benjamin Trapanese, Kaelin Rimmelzwaan, Roslyn Trapanese, and Dominic, Nicholas, Jonathan and Matthew Bongiorno, as well as one great granddaughter, Sailor Rimmelzwaan.
