US Army Major General. Born in Ft. Huachuca, Arizona, he graduated from the US Military Academy in 1940 and was commissioned an officer in the Corps of Engineers. During World War II, he served on the Staffs Administrative of Admiral Nimitz and General MacArthur. After the war, he was chief of Construction Division, Office of Chief Engineer in Tokyo, Japan, 1945 to 1948. He was professor of military topography graphics at West Point from 1949 to 1952, Assistant District Engineer USACE in Portland, Oregon, 1954 to 1956 and Brigadier General Chief of Strategic Planning Group Office Chief Engineer, 1957 to 1960. From 1968 to 1969, he was commander of the Engineer Troops in Vietnam and 1971 he was appointed Governor of the Panama Canal Zone, serving in that position until he retired a Major General in 1975.
