Maxine and her two sisters, Myra and Myrtle, grew up in the Coachella Valley of California. Her father, Elmer, died when she was three years old. Their widowed mother supported them by providing cooking for harvester crews and other farming activities. During World War II, Maxine worked in Washington, DC, where she met and married Edward Weaver. They had three children, Patricia, Kenneth and Barbara. They divorced in the 1950's and Maxine later married William E. Basom, Sr.

After retiring from the County of San Diego, Maxine moved to the Victorville area where she spent the rest of her life.
