Civic involvement was an important part of Harvey's life. He was former president of the American Savings and Loan. He served on the Board of Directors and the appraisal committee for many years. Harvey also served on the Danville Public Library Board during which time the bookmobile was introduced and the book shelf capacity was doubled.
Harvey was also active with the Boy Scouts at St. James Church and Edison School. He also served on the Big Brother Committee. Named a presidential elector in 1936, Harvey attended the presidential inauguration the following year. He was also a member of the YMCA, the Olive Branch Masonic Lodge, and a 50+ year member of the Danville Consistory.
