Warren Randolph Burgess was a prominent banker in New York City. In 1953, at the start of the Eisenhower administration, he was appointed Deputy to the Secretary of the Treasury. In 1954, he became Undersecretary of the Treasury. In 1957 he was appointed U. S. Permanent Representative to NATO where he served until 1961. After the end of the Eisenhower administration, Burgess was active in a number of private organizations that supported U. S. relations with Europe, particularly the Atlantic Treaty Association and the Atlantic Council.

In 1917 he married Dr. May Ayres Burgess, director of nursing education, and was the father of two sons. After May's death in 1953, he married Helen Morgan Hamilton.
