He was born in Wythe County to the late Louie Brown Ratcliffe and Mary Ruth Rosenbaum.
He was also preceded by his son, James (Jimmy) Franklin Ratcliffe, Jr.; brother, Daniel Brown Ratcliffe and sister, Hazel Dawn Ratcliffe Vest.
He was retired from Norfolk Naval Shipyard as an insulator.
He was a an Air Force (Army Air Corps) veteran of World War II and a member of Grace Bible Church.
Surviving are his wife, Doris Marie Dixon Ratcliffe; son, Michael Lewis Ratcliffe; daughter, Dawn Ratcliffe Eller; sister, Mary Jewel Clark and mother of his children, Violet Hazel Shrader.
A funeral will be conducted at 1:00 pm,, Tuesday, November 27, 2001 in Meadowbrook Mausoleum Chapel by Pastor Donald Mills.
Burial will be in Meadowbrook Memorial Gardens.
