He moved with his family to Santa Cruz in 1921 and attended local schools, graduating from Santa Cruz High School in 1937.
He attended and was baptized at Garfield Park Christian Church while living in Santa Cruz. After high school he attended business college until entering the Army in 1941. He served in Europe as a lieutenant during WWII, landing on Utah Beach during the Normandy Invasion.
He campaigned in France, Belgium, Holland and Germany until the end of the war. He became a career military officer and served in the Korean War, earning the Bronze Star. His family lived with him in Panama, Okinawa, France and Germany.
After he retired from the military, he worked in retail. He later managed for Coldwell Banker and Co. in San Francisco and ended his working career as a transporation officer for the San Mateo County Probation Department.
In retirement, he was involved in prison ministry until his health deteriorated.
His wife of 60 years, Cecile, died before him.
He is survived by children, David Tozier of Rancho Cordova, Dennis Tozier of El Granada and Dianne German of Sebastopol; seven grandchildren; and four great-grandchildren.
