BOWSER, CAPTAIN PHIL McKinley; of Waterford; September 12, 2013; age 76; born March, 23, 1937in Greeneville, TN. Son of the late Bill and Rita Bowser; husband of Janie Bowser (nee Balber) for 42 years; father of Cynthia Bowser Hearn (Shawn). Jennifer Bowser-Hinton (Douglas), Pamela Bowser-Hutchins (Daniel), and Betsy Francis (Christopher): grandfather of Kiel, Saige, Sienna, Jack, Michael, Nathan, Emily, Brianna, Samantha, and the late Isabella; great grandfather of Evan; brother of Alma Leah Davis (the late Truman), the late Pascal "Dusty" Bowser (the late Audrey), and the late Rhoda "Billie" Long (Joe); also survived by many nieces, nephews, and other relatives, close friends, and was known as "Uncle Phil" to many in the community. Mr. Bowser was a veteran of the United States Air Force and a member of the American Legion and Heart of the Lakes VFW Post # 1008. He served as a Captain for the Waterford Police Department and retired with 29 years of service. Phil was a member of Fraternal Order of Police # 132, the International Police Association, and was a Golden Eagle member of Waterford Eagles Aerie # 2887. A celebration of Phil's Life will be held Tuesday, September 17, 2013, 11 a.m. at Donelson, Johns and Evans Funeral Home, Waterford. Interment with honors to follow at Ottawa Park Cemetery. The family will receive friends at the funeral home Sunday 4 to 8 p.m. and Monday 3 to 5 and 7 to 9 p.m. Memorial contributions may be made to Waterford Police Department Benevolent Fund.
