Phil was born in Syracuse and came to Los Angeles with his parents in the 1930s. In 1944, he was a student at UC Berkeley and was a member of the American Society of Mechanical Engineers. He graduated in 1945.
Phil went to New York and was involved in smuggling machinery, ammunition, and weapons to the Israeli Haganah 1945-1949. His activities were documented in the book "The Pledge" by Leonard Slater, 1970, and he was also mentioned briefly in "I Am My Brother's Keeper: American Volunteers in Israel's War of Independence 1947-1949" by Jeffrey Weiss & Craig Weiss, 1998. After the War of Independence, Phil started a machinery business in New York and later visited Israel only as a tourist.
