US Congressman. He graduated from New York University in 1927 and worked as a teacher and a clerk for the New York City Board of Transportation while attending Fordham University Law School, from which he graduated in 1930. He practiced law and became active in politics as a Democrat, and in 1935 he won election to the New York Assembly. He served during the session of 1936, and later that year won election to the US House. He served 15 terms, 1937 to 1967. From 1939 to 1947 he was Chairman of the House Committee on the Revision of the Laws. He also served on the Ways and Means Committee, and his most prominent legislative achievement was the Keogh Plan tax-deferred retirement account for self-employed individuals and small business owners. He did not run for reelection in 1966 and returned to practicing law. Keogh served on the state Racing and Wagering Board from 1973 to 1976, and was Chairman of the Franklin Delano Roosevelt Memorial Commission. In his honor the New York University Alumni Association presents the annual Eugene J. Keogh Award for Distinguished Public Service.
