During Pacific Hurricane Season 1992, he flew to Hawaii to work as a disaster worker with NDMS. He caught pneumonia while working Hurricane Iniki, flew back to California to be with his loved one, and succumbed on 30 October 1992.

Dr. Kelley was a man on a mission. He was light years ahead of anyone else wanting - no, demanding - a national disaster response system. Time was not on his side. Public Health, trauma, mitigation, preparedness, disaster response and recovery, and organization were his forte's.

After working with him, I have never looked at disaster's the same way.
