Son of Russell Jones Howell and Elizabeth Johnson Howell, Fate was born near Big Creek, in a part of Yalobusha County that later became Calhoun County. He married Martha Rasberry, and they had seven children. From 1904 to 1908 he served as a Calhoun County Supervisor for Beat Three. [Biographical information provided by Bea Bennett.]
