He was born on June 13, 1933, in Clarksburg, WV, son of the late Congressman Cleveland Monroe and Maude Agatha Rigby Bailey.
He graduated from Charleston High School, Morris Harvey College, George Washington College in Washington, D.C., was retired from the WV Department of Highways in Charleston, WV, as a Planning Director, was in the Korean Conflict War, serving in the U.S. Army, collected coins and stamps, was a Civil War buff, loved WVU football and basketball, was fan of St. Louis Cardinals, a Washington Redskins fan and avid golfer.
He is survived by his three daughters and sons-in-law, Donna K. and Larry Scott, Alicia Suzanne and Troy Helmick and Linda Rae Cross; seven grandchildren, Sarah Scott, Noah Scott, Jacob and wife, Jennifer Helmick, Miles Helmick, Jennifer Wood, Bethany Wood and Bailey Wood; three great-grandchildren, Alayna, Gabriella and Hayden; sister, Wanda Dibble and several nieces and nephews also survive.
He was preceded in death by his parents; three brothers, Joselyn, Jared and Ansel Bailey and two sisters, Audrey and Agatha.
The family will receive friends at the Davis Funeral Home on Wednesday, Oct. 9, 2013, from 4-8 p.m. Funeral services will be held on Thursday, Oct. 10, 2013, at noon from the Chapel of Davis Funeral Home with Pastor Randy Smith officiating. Interment will follow at the Green Lawn Masonic Cemetery with full military rites accorded by the Harrison County Honor Guard and the U.S. Army.
