She was born in Liberal, Kansas, the daughter of Henry and Stella Gartung.
After graduation, she taught school in Liberal, Kansas and met and married Robert Neff in 1938.
Her husband, became the Seward County Treasurer and she served as his deputy. When his term was up, Agnes ran for the same office and won. In 1945, they moved to what was formerly called Hot Springs, N.M, where she worked alongside her husband in their accounting business until her husband's death in 1981.
She is survived by her daughter, Linda of Las Cruces; two grandchildren; three step-grandchildren; two great-grandchildren; and seven step-great-grandchildren.
