He was born to Rev. George Ross and first wife, Joanne Williams, and was christened on Oct. 17, 1716, in Immanuel Episcopal Church in New Castle, New Castle Co., DE.

He married Sarah Leech on June 4, 1745, at Christ Church in Philadelphia, Philadelphia Co., PA. She was the daughter of John Leech and Mary Harrison.
