The daughter of the late Charley Mason Phelps and Fay Ratliff Phelps. She was a homemaker and a member of East Somerset Baptist Church. She was preceded in death by her parents; one daughter, Lisa Renee Creech; one grandson, David Creech; two brothers-in-law, Michael plumley and Vonas Stogsdill.
She is survived by her husband; Orville A. New, whom she married on February 11th, 1991 in Somerset, Kentucky: two sons; Omer Randall, Jr. and Jason (and Tonya) Randall: four stepsons; James Edward New, Richard Lee New, Ronald David New and Danny Joe New: one daughter; Kathy (and Darby) Taylor: five brothers; John (and Jearlene) Phelps, Jerry (and Sally) Phelps, Charley (and Myrtlene) Phelps, Bill (and Wanda) Phelps and Jim (and Etta) Phelps: 5 sisters; Louise Stogsdill, Cheryl (and Jerry) Meece, Jean (and Tim) Hutcherson, Fayrene (and Douglas) Addington and Barbara Plumley: four grandchildren; Danny Jenkins, Randy Jenkins, Kyle Bogan and Stephen Randall
