But knowing Mrs. Cosgrove in her heart she could not wait to see all the smiles of her pupils and hear about the stories they had to tell. She loved being a teacher. She had inspired many and the remembrance of her will live within us all, especially her students.

State Street school construction was started in 1868 and completed in 1870 and is considered to be Fulton's oldest school building. It eventually held as many as 305 students at its peek in 1960 from Kindergarten to 6th Grade with 3rd to 6th Grade classrooms on the 2nd floor. For a short period of time (1961 or there about for a short time) it also had Grades 7 and 8. The Fulton School District had acquired additional space for Kindergarten classes in 1966 at the First United Methodist Church across the street due to increasing student population in the mid-1960's at a rental cost of $4,500 per year. Pupil attendance as quoted from the Fulton Patriot newspaper dated Sept. 1, 1960: "A full day of school will be held starting Wednesday, September 7, 1960. Expected registrations at the various schools are: J. E. Lanigan 310, Oak Street 255, Phillips Street 650, Walradt Street 130, State Street 305, J. R. Fairgrieve (Jr. H.S.) 785, Fourth Street 205, Erie Street 305, Fulton High 997, Pine Woods 40." As maintenance cost continued to increase to keep the old school building in good condition with steady decline in student enrollment at all Fulton schools during the mid 1970's. By the 1980's, State Street only had 102 to 120 students. It was decided that State Street school would be permanently closed prior to the 1985-1986 school year. The student enrollment had drop to 80 for Sept. 1984 and closed in June 1985. Also note that State Street school was not the first school built in Fulton but is the longest standing school building. Unfortunately, State Street school was never placed on the Historical site list. The former school is located behind First United Methodist Church of South 4th Street on the corner of Park and State Street. The old school building still intact as of January 2014. In April 1994, Oswego County Chapter of the New York State Association for Retarded Citizens (NYSARC) Senior Program had taken over the property as part of Oswego Industries and the former State Street School was renamed The Hughes Building and dedicated to Gary and Betty Hughes as they were long time NYSARC board members.
