New Mexico Governor. He graduated from the University of Missouri in 1897, earned a law degree at the University of Texas, in 1904, was admitted to bar and established a legal career in Clovis, New Mexico. He served as the Clovis City Attorney, (1912-16) and was a member of the Lawyers Committee and the Council of Defense, during World War I. in 1931, he was elected as a Democratic the 8th Lieutenant New Mexico Governor serving until 1933. When Governor Arthur Seligman died in office in 1933, Hockenhull assumed the duties as the 10th New Mexico Governor, serving until 1935. After leaving office, he returned to practicing law, served as Postmaster of Clovis City in 1939 and engaged in farming until his death.
