Joe was the youngest child born to Charles and Elsie Meadows Sheppard in 1938 in Joe's Creek, West Virginia. He attended schools in Boone County, including Sherman High School, where he met the love of his life, Jeanne. He joined the Air Force in 1955, and in 1956 he and Jeanne were married in Charleston, WV. He was stationed at Sampson AFB, NY; Lowry AFB, CO; Shaw AFB, SC; RAF Sculthorpe, England; McConnell AFB, KS; Plattsburgh AFB, NY; and Beale AFB, CA.

He loved to camp with the family, and also enjoyed bowling, fishing and hunting. At Plattsburgh he had the nickname "Joe Honey," but his family in West Virginia always called him Joe Allen. He served 14 years in the Air Force, and was an Avionics troop on the SR-71 at Beale when he went TDY (temporary duty) somewhere in the Pacific. He was brought to Travis AFB hospital upon his return, very sick, where he died a few days later of pneumonia, at age 31. He was predeceased by his son, Barry. Joe was survived by his wife, a son and a daughter, and another daughter on the way. He was flown back to his home state of West Virginia for burial.
