'BRING A RIFLE'
Supervisors Brace for Noisy Hearing on Anti-Trailer Law
"This," Supervisor Magda Lawson confessed with a sigh last month, "is giving me more headaches than anything I've ever known."
Next Tuesday Miss Lawson will be able to share her headache with fellow supervisors in what promises to be the most dissonant public hearing before the board in a year already famous for dispute.
The hearing was called to air an avalanche of public requests for revision of county laws which in effect prohibit house trailer living except in approved trailer parks.
A small mountain of petitions asking repeal of the anti-trailer ordinance has been received by Board Clerk V. Dennis Wardle. He says the 6,000-odd signatures they contain probably establish a San Bernardino County record.
GATHERS PETITIONS
The petitions were gathered by Rex T. and Ruth Horning of Helendale, the organizing impetus behind the protestants. What they are seeking is permission for house trailer living on residential lots.
As of now, the only trailer occupants who are permitted to live on a private lot are those in the process of building a permanent, fixed dwelling.
To owners of trailers in this county, it's a big issue. Supervisors know there are at least 8,000 of them. "In lieu" taxes are received for that number from the state. They are probably many more.
The hearing is scheduled to begin at 10 a.m. Supervisors' Chambers in the County Health Bldg., 316 Mountain View Ave., may not be able to hold all who appear for the meeting.
In addition to trailer owners who requested the hearings, a (Continued on B-5, Column 5)
number of subdividers, building contractors, lending agency officials and others who have a financial stake in the problem are expected to attend.
Relaxation of ordinance restrictions may receive determined opposition of several county officials. The subject has been discussed informally at several meetings with supervisors.
Miss Lawson, who has met with desert area proponents of the ordinance change, most vocal of the petitioners, believes a compromise may be worked out where trailer living on lots of one acre or more is permitted.
"How far can you go in telling people what they can do with their own property," she declared at a recent meeting. "It's a question of persona; rights."
'BRING A RIFLE'
She also described the reaction of one trailer occupant who was told that he was violating county law.
"You better bring a rifle with you - I'm going to protect my property," she quoted him as stating,
F.G. Yoder of Barstow, a member of the County Planning Commission, also questioned the reaction of the owners to enforcement.
"People are really going to get up and snort when you try to eliminate trailers from back yards," Yoder warned in a gravelly voice.
"Can we enforce it? Will we enforce it? If we can't say yes to both these questions, there's no use passing an ordinance."
On the other side of the trailer hitch, support of present ordinance restrictions is equally vocal. Primary arguments in favor of the ordinance include sanitation factors and effect of trailers on neighborhood values.
(Article continues, mentioning trailer occupants avoiding paying their fair share of property taxes, attracting throngs from other counties who would inhibit proper development of the county, lowering restrictions in special zones for trailers, and the substandard construction of trailers.)
