An undergraduate of McGill University (Arts 1914-1915) in Montreal, on 9 Aug 1915 he was appointed Lieutenant in the 42nd Battalion of the Royal Highlanders of Canada. Lieutenant Allan first transferred to the 30th Reserve Battalion, enlisting on 11 Dec 1915 (Regimental Number: 3325-37) at the age of 19 years, 4 months; he later transferred to the Royal Naval Air Service with the rank of Sub-Lieutenant.

Son of Lieutenant Colonel Sir Hugh Montagu Allan and Lady Allan Marguerite Ethel (née MacKenzie) Allan of "Ravenscrag," Montreal, Quebec, Canada; brother of Marguerite 'Martha' Allan and the late Anne Marjory Allan and the late Gwendolyn Evelyn Allan.

Flight Sub Lieutenant Hugh Allan is commemorated on Page 575 of Canada's First World War Book of Remembrance.
He is also commemorated by the Commonwealth War Graves Commission.
