U.S. Congressman. Immigrated to the United States, in 1872, he settled in Franklin, Pennsylvania. He was treasurer of Venango County, in 1808, Sheriff of Venango County, (1808, 20, 29, 33) and a member of the Pennsylvania State House of Representatives, (1813, 16, 23, 25). He also served in the Pennsylvania State Senate, (1822, 39), a member of the board of trustees of Allegheny College, (1837-61) and served as Brigadier General in command of the 1st Brigade, 17th Division, Pennsylvania State Militia, (1841-43). In 1843, he was elected as a Democrat to the Twenty-eighth Congress, serving until 1845. Not a candidate for re-nomination, he was Marshal for the western district of Pennsylvania, in 1847, associate judge of the district court in 1856 and engaged in iron manufacturing until his death. His son was Major General Alexander Hays in the Union Army during the Civil War.
