Francis (wentby Frank) was the third of four known children of Harry Post Godwin (1857-1900) and Annie Falconer Stoppard (1860-1942), who married 09 Apr 1880 at Binghampton, Broome County, New York.

Frank was an artist and a cartoonist. He drew the newspaper comic strips Connie (1927-1944) and Rusty Riley (1948-1959). He also illustrated many books.
