OCEANA - Joe Otis Blackburn, 61, passed away Tuesday, Aug. 24, 2004, after an extended illness.

Born Nov. 3, 1942, at Woods, Floyd County, KY, he was the son of High Blackburn (1922-2014) and Hazel Mae Darby-Blackburn (1922-2008).

Mr. Blackburn was a member of Rockcastle Baptist Church at Rockview, served as airman 1st class in the U.S. Air Force for four years, stationed in Texas, Japan and California during the Vietnam era, was a graduate of Oceana High School and Beckley College, and was employed by Eastern Associated Coal as a miner, after which he worked as a payroll clerk in the mine office at Kopperston. When he became disabled he had been employed by Otis Cook Moter Sales Inc. for 36 years as a car salesman, serving later as vice president.

Joe was a member of the Oceana Lions Club, having served as president, vice president, secretary, treasurer, Executive Board member, zone chairman, region chairman and was elected as district governor of District 29-N of the International Association of Lions Club 1992-1993. He received the Melvin Jones Fellow Award for dedicated Humanitarian Services Lions Club International Foundation, the Leonard Jarrett Award in recognition of distinguished service for sight and hearing, West Virginia Lions Sight Conservation Foundation Inc., was a charter member of the West Virginia Lions Sight Conservation Foundation, served on the Board of Directors at The Bank of Oceana, and was awarded honorary member of the Oceana Woman's Club in 2002.

Mr. Blackburn was preceded in death by a daughter, Angela Dawn Blackburn (1969-1969); and a brother, James Lotis Blackburn (1944-1944).

Those left to mourn his passing are his wife of 39 years, Peggy Lou Cook-Blackburn (1946-2014); a daughter, Toni Renee Stewart and her husband, Ralph, of Kopperston; a son, Vernon Barbe Blackburn of Nashville, Tenn.; his parents, High Blackburn (1922-2014) and Hazel Mae Darby-Blackburn (1922-2004) of Oceana; a sister, Sharon Ann Blankenship of Oceana; two grandchildren, Marina Renee Stewart and Cody Lee Stewart; mother and father-in-law, Otis and Lucille Cook of Oceana; brother-in-law, Donnie Cook and his wife, Trish, of Claytor Lake, Va.; three nephews, Jimmie Cook of Dyess AFB, Texas, Rodney Cook of Sutton and Don Don Cook of Claytor Lake; two nieces, Shane Hawk of Greenville, S.C., and Melissa Childers of Carthage, N.C.; and aunts, Alice Fulks, Ocie Branham, Maxine Bur-chett, Barbara Rice, Carol Baldage, Christine Hunt, Zonia Jarrells, Lucy Waddle; uncles, Joe Darby, Tom Darby and Huey Darby, all of Kentucky.

The family will receive friends 6 to 8 p.m. today with a memorial service at 8 p.m. Having enjoyed listening to his family play piano music for many hours throughout the years, his wife and children will play their final musical tributes to him. The Rev. James Hamrick and Doc Adkins will also take part in the memorial service.

There will be no funeral, and in keeping with Mr. Blackburn's wishes, his cremated remains will be scattered where his "happiest days" were spent with his wife walking a favorite mountain and wildflower hunting. In lieu of flowers, the family requests lasting memorials be sent to The Gideons, c/o Fairley Lusk, P.O. Box 233, Oceana, WV 24870, to purchase Bibles.
