Father Roy was born in St. Mary's Hospital, Hoboken, NJ. He lived in North Bergen, Hudson County, New Jersey, until he was ordained in 1969. He attended St. Joseph of the Palisades Grammar School and High School, West New York, NJ where he excelled in academics and athletics. Father Roy went on to Seton Hall University and Immaculate Conception Seminary, Darlington, NJ for his theological studies and priestly formation. Fr. Roy was ordained by Archbishop Thomas A. Boland on May 31, 1969. He served as a parochial vicar at St. Michael's Church in Cranford; Sacred Heart in Haworth; St. John the Baptist in Jersey City; St. Anne's in Garwood; and served for 21 years at St. Genevieve's Church in Elizabeth, NJ before retiring in December of 2011. Fr. De Leo also taught at Union Catholic High School for 12 years. He was well known for his involvement in youth programs, especially C.Y.O. Sports. Father Roy was also a charter member and an officer of the board of trustees of the Interfaith Council for the Homeless of Union County. He was a prime mover with the police in establishing the Jersey City P.A.L. Father was appointed to the newly created Citizen's Board for Community Federal Revenue Sharing in 1973. Fr. Roy served as Chaplain of the Union County Federation of the Knights of Columbus; Chaplain of the Union County Fire Chiefs Association; and Chaplain of Msgr. Walsh Council # 5437, Knights of Columbus, Garwood, NJ. Father Roy earned his B.A. Degree in Classical Languages from Seton Hall University; S.T.B. from Catholic University of America; Th.M. from Princeton Theological Seminary; and M.P.A. from Seton Hall University.
