The son of George & Eleanor (Morrow) Lacy, in 1860 he was a farmer living in Toboyne Township, Perry County, Pennsylvania. He stood 5' 7" tall and had brown hair and blue eyes.

A Civil War veteran, he was federally drafted at the stated age of twenty-two, mustered into federal service at Carlisle August 17, 1863, as a private with Co. H, 149th Pennsylvania Infantry, and honorably discharged with his company June 24, 1865.

He married Amanda M. Wakefield and fathered Florence M. (b. @1886), Job W. (b. @1888), Nellie B. (b. @1891), and Margaret R. (b. @1893). Death came from "acute indigestion producing paralysis of heart" due to "indiscretion in habits."

According to his death certificate, he was buried in Concord Cemetery in East Waterford Township, which appears to be erroneous.
